7.  Primary School Organisation
On 14 December 2007, Council adopted a new Vision and School Organisation Policy for primary schools. Officers have now undertaken a series of assignments to apply the new policy to the network of primary schools. This paper sets out a series of draft proposals for the implementation of the new Shropshire Primary School Organisation policy and requests Cabinet to commission consultation on the proposals.

8.  Children and Young People's Services Position Statement 2007: Enhanced Youth Inspection
The position statement attached at Appendix A, is the self assessment for the Enhanced Youth Inspection, which is presented to the cabinet for its endorsement.

9.  Rural Transport Strategy
This report sets out in detail the results of the public and stakeholder consultation exercise undertaken on the proposed Rural Transport Strategy (RTS) and gives a financial summary for the implementation of the strategy and its impact on the overall passenger transport budget. The aim of the RTS is to improve accessibility for people living in rural areasproviding better transport to help people reach key services and facilities.

10.  North West Relief Road
At the meeting of Council on the 14 December 2007, the Portfolio Holder Environment and Sustainability stated that a report on the latest position of the North West Relief Road would be brought to Cabinet in January 2008. This report updates members on key aspects of the proposed Shrewsbury North West Relief Road (NWRR) and sets out how the scheme will be taken forward. It gives the latest estimates of the cost of the scheme, including the possible effects of inflation. The report gives the current position with both the Regional Funding Allocation process and the work being undertaken by the Environment Agency to determine the viability and feasibility of an integrated NWRR flood risk management scheme.

11.  Voluntary Sector Compact - Annnual Report
1. The purpose of a local Compact is to help the further development of partnership between the Council and the voluntary and community sectors. 2. The Compact sets out a series of undertakings agreed between the Council and the voluntary and community sector in the form of ‘Codes of Good Practice’.The report presents the Annual Report to Cabinet.

13.  Local Involvement Networks
The Local Government and Public and Patient Involvement in Health Act 2007 included the introduction of Local Involvement Networks and the abolition of the Patient and Public Involvement Forums. All Social Services authorities have a duty to make arrangements for a Local Involvement Network to be in place for their geographic area from the 1 April 2008 through the appointment of a Host Organisation.

14.  Shropshire, Telford and Wrekin Health Community: Development of an Overarching Strategy
This report presents Cabinet with a paper received from the Consultants who are carrying out work on behalf of the Shropshire, Telford and Wrekin Health Economy. The paper outlines the approach that is being taken by the NHS in Shropshire and Telford and Wrekin to develop an overarching strategy within which the NHS, key partners and the clinical professionals will operate. The report is also being considered by the Cabinet at Telford and Wrekin Council at their meeting on the 28 January.

15.  Comprehensive Area Assessment: Consultation Response
1. A key part of the proposals of the White Paper published in October 2006 is a new performance assessment framework, Comprehensive Area Assessment (CAA) that will take effect from 1 April 2009. The Audit Commission has carried out a number of consultation exercises on their proposals including a publication in April 2007 of a high level vision for CAA in The Evolution of Regulation. Shropshire County Council responded to the consultation at that time. In November 2007, a further consultation paper was published. The attached papers form Shropshire County Council’s response to this consultation, the deadline for which is 15 February 2008.

17.  Job Evaluation - Phase 2

18.  Exclusion of the Press and Public
To consider a resolution under paragraph 10.2 of the Council's Acces to Information Procedure Rules that the proceeedings of the Committee in relation to Agenda Items 19 and 20 shall not be conducted in public on the grounds that they involve the likely disclosure of exempt information as defined by the category specified against the items.

19.  Capital Receipts and Future Disposals (Exempted by category 3)
This report informs Members of the current capital receipts position and forecast capital receipts for 2008/09. It also seeks approval for the disposal of surplus assets which have been identified as part of the Property Review.
