Assessment certificates (energy and SAP)

The standard assessment procedure (SAP), also known as the predicted energy assessment (PEA) and the energy performance certificate (EPC), are mandatory requirements under Part L1A of the building regulations.

It is now necessary to have an 'as designed' SAP as part of your building regulation submission. Upon completion of works on site there will be a need to provide an EPC for each new dwelling which is created by either a newly constructed building or by a conversion of an existing building.

Design stage SAP/predicted energy assessment (PEA)

This is the initial design stage SAP assessment which provides an energy rating based on the proposed design details.

It is a calculation method used to assess compliance with Part L and measures the carbon emissions level based on the proposed design data against a comparable notional dwelling for building regulation compliance.

The current calculation method being used is the 2009 edition of the standard assessment procedure.

'As built' SAP assessment / energy performance certificate (EPC)

Since April 2008, all new-build dwellings completed after this date have been required to provide an energy performance certificate (EPC) on completion.

Irrespective of when you submitted or commenced your building works, on completion you will be asked for an energy performance certificate. This is the 'as built' SAP assessment, calculated in a similar way to the design stage SAP, but incorporating the actual construction data.

The EPC demonstrates an energy efficiency rating of the completed dwelling and shows the environmental impact through carbon emissions. This is usually shown on a rating scale of A to G with A being the best.
