Over the last 10 months we have been working closely with partner organisations to consider Localism and the implementation of the Government's vision for Big Society.

The Localism Act will bring about considerable change at national and local levels.

Changes will include:

• Transfer of service delivery from Local Authorities to other service providers
• A stronger focus on effective commissioning of services linked to the development of the local economy
• Stimulating healthy competition among service providers as innovation and new ways of delivering services are encouraged
• Support for partnership and collaboration, encouraging cross sector working (public, private and voluntary)

As part of this change process we have drafted a new Commissioning Strategy, performance framework and other supporting guidance documents.
