The Chair (Cllr Bushell) welcomed everyone to the meeting, the first to be held in the Bagley Ward. He then went on to update the public on ‘Local News’ and explained that further information was available to be taken away at the end of the meeting should anyone wish to find out more on the following:

  • Consultation on Shropshire’s Community Strategy 2010 – 2020;
  • Consultation on a proposed new bus stop on Ellesmere Road, Shrewsbury; and
  • A Shropshire Council press release on the de-registering of the No. 6 bus service.


Steph Jackson reported that Bryn Melyn would extend their bus route and the No. 6 bus service would now serve the Harlescott Grange area and Battlefield Enterprise Park on an hourly basis and also serve Hubert Way (four times a day).

Partners and Communities Together Meeting (PACT)

Sgt Ram Aston provided an update on the issues of concern raised at the previous meeting:

  • The Alleyway from Ludford Drive through to Mount Pleasant Road – problems with litter and anti-social behaviour.
  • Community Support Officers have increase patrols in the alleyway and Environmental Maintenance have increase the frequency of cleansing in the alleyway.
  • Speeding along Ellesmere Road.
  • Speeding tickets have been issued
  • Cycling within the Bagley Ward.
  • Tickets had been issued to cyclist


Priorities over the next three months are as follows:

  • The riding of track bikes on Greenfields recreational ground
  • Cycling Sign in Wood Street and Hotspur Street
  • Stealing of wheelie bins and setting them alight - Camross Drive


Shropshire Fire and Rescue Service

Sam Hamer, Community Fire and Safety Officer, reported on the work undertaken within primary schools across Shropshire on fire safety within the home. The importance of smoke alarms in all households was emphasised and it was noted that a free home fire safety check and a ten year smoke alarm was available to anyone on request by ringing:
(01743) 260260 or by contacting the Community Fire Safety Department at Shropshire Fire and Rescue Service, Brigade Headquarters, St Michael’s Street, Shrewsbury, SY1 2HJ.

West Mercia Safer Roads Partnership

Tom Pooler from the Safer Roads Partnership reported on the work of the partnership. He stated that the overall aim is to reduce the number of casualties and make the roads safer for all users speed enforcement and by seeking to change attitudes and behaviour. Hugh Dannatt, Shropshire Council’s Group Manager for Traffic and Highway Engineering, was in attendance to answer questions specific to the local area.

Community Working Update

Steve Cunningham, Senior Community Regeneration Officer, provided an update on several initiative that he was involved with in the Harlescott and Bagley area:

  • Harlescott Community Centre
  • Grease Monkey’s Project
  • Journey to Work Guide
  • Greenfields Bowling Club and Community Centre
  • Harlescott Grange Estate Walkabout
  • Patch Meeting
  • Kick Racism out of Football
  • Youth Bowls Team

Applications for Funding

Steph Jackson introduced her report which sets out the details of three grant funding applications that had been received.

The Chair invited applicants to present their funding applications to those present and the Committee were asked if they had any further comments to make prior to voting on each application.

The following applications were approved for funding:

  • Grease Monkeys £2,059.54
  • Harlescott Wolves Football Team £500.00
  • Greenfields Bowling Club and Community Centre £1,760.00

Budget Consultation

Steph Jackson, Lead Officer and Head of Exchequer Services, gave a presentation on the proposed Shropshire Council budget for 2010/2011.
The key messages for the 2010/11 budget were as follows:

  • To protect key services, consolidate the Council’s revenue budget and minimise the pressure on Council Tax
  • To save £7.1m
  • To set aside £2m to prepare for an assumed grant loss of £4m in 2011/12
  • To improve services through capital investment

An interactive consultation exercise was then conducted with a series of questions posed to the public with voting using electronic keypads to determine the responses. It was noted that the results of the exercise would be taken into account by the Council in determining its 2010/11 budget

The Chair invited questions and comments from members of the public.
