The Chairman, Mansel Williams, welcomed everyone to the Severn Loop Local Joint Committee and introduced members of the Committee at the third meeting held on Wednesday 27th January 2010.
Lead Officer Andy Goldsmith presented the progress report highlighting issues which had been raised at the last meeting and answered questions.
Mr Goldsmith reported on the proposed arrangements for future refuse provision within the Town Loop and circulated details to local residents. He confirmed that the revisions would be publicised in the local media in advance of the changes.
Shropshire Council Budget Presentation
The Committee received a presentation on Shropshire Council’s budget proposals for 2010/2011 by Laura Rowley, Director of Resources. It was emphasised that the Council wanted to involve local people in the budget setting exercise and accordingly wanted to receive their views. Copies of the presentation and the interactive questions the audience were asked to respond to were circulated.
Mrs Rowley outlined the Council’s key messages arising from the proposals as follows:
- To protect key services, consolidate the Council’s revenue budget and minimise the pressure on Council Tax;
- To save £7.1m;
- To set aside £2m to prepare for an assumed grant loss of £4m in 2011/12; and
- To improve services through capital investment.
An interactive consultation exercise was then conducted with a series of questions posed to the public with voting using electronic keypads to determine the responses. It was noted that the results of the exercise would be taken into account by the Council in determining its 2010/11 budget.
Local Policing Update (PACT)
PC Walton gave an update on issues affecting the Severn Loop locality. He indicated that the local policing team were concentrating on longer-term problems and issues such as tackling antisocial behaviour in the area, cycling on pavements, under age drinking.
PC Walton reported on the crime figures for the last quarter which saw a reduction in all reported crime. He spoke of the crime prevention work undertaken by the Shrewsbury Pub and Shopwatch. Richard Goodchild gave an update of the work undertaken by the Pub and Shopwatch initiative in the area.
PC Walton took note of the comments and concerns raised and encouraged members of the community to continue to report any issues to the local Policing Team to improve local neighbourhoods and extended an invitation for those present to attend the weekly PACT surgeries (details on www.westmerica.police.uk/pact) .
Concern in respect of littering in the Quarry was highlighted. Andy Goldsmith acknowledged the problem and took on board the suggestion for an experimental temporary withdrawal of litter picking in the Quarry and agreed to bring forward a report to a future meeting.
Steve Cox, Crew Manager Green Watch reiterated the importance of fitting smoke detectors and invited people to contact the Community Fire Safety Department at Brigade HQ., St Mary’s Street, Shrewsbury for a free home safety assessment.
The chairman paid tribute to the work of all the emergency services in dealing with the Bridge Street explosion in January.
Local Joint Committee Budget Report
Andy Goldsmith presented the Budget Decision Report which set out details of the grant funding applications had been received.
The following projects have been approved for funding from the Severn Loop Local Joint Committee 2009/10 budget:
- Shrewsbury Canoe Club - Expanding and Upgrading Shrewsbury Canoe Club - that £2,170 be approved to provide a wider and improve service through the purchase of new equipment to deliver an enhanced and more tailored service and to keep up with demand, subject to a business plan being submitted on how the canoe club will promote the club and target non users.
- Abbey Foregate Drama Group - Lighting Upgrade - that £1,500 be approved to purchase a set of lighting equipment for performances and general production use.
- Belle Vue Community Arts Group - Belle Vue Festival - that £1,500 be approved to contribute towards the general running of the Belle Vue Community Arts Festival.
The following applications where refused:
- The Tidy Shrewsbury Group - request for support with Tidy Shrewsbury Campaigns - the application be refused and the applicants be asked to reconsider and resubmit their proposals to achieve a more targeted and sustainable initiative.
- Shrewsbury Drapers’ Hall Preservation Trust - Drapers’ Hall Modernisation - that the application be refused, as whilst the Drapers’ Hall Preservation Trust is a charitable body, the restaurant operates as a commercial entity and thus the application falls outside the financial procedures of the Local Joint Committee with the community chest scheme established to assist voluntary organisations or bodies.
- Shrewsbury Ark - request for funding support - that the application be refused as the application falls outside the spirit of the community chest fund.
Update on Youth Consultation
The meeting was informed of the progress made on the youth consultation exercise and that a report would be submitted to a future meeting. Ruth Mansfield confirmed that the youth consultation questionnaire would be published on the Shropshire Youth website (www.shropshireyouth.com).
Public Question Time
The Chairman encourage all present to complete the forms with any comments.
Emma Bullard was welcomed to the meeting and gave a short presentation of the cycling infrastructure improvements along Welsh Bridge / Smithfield Road.
Future suggested agenda items included:
- Feasibility of temporary suspension of litter pick in the Quarry;
- Consideration for funding for vehicle activated road signs by the Severn Loop Local Joint Committee;
- Update on the Smithfield Road improvements works.
Update on Council Consultations
The Chairman indicated that the Final Draft Community Strategy 2010 - 2020 was being consulted upon and further information was available to view on www.shropshirepartnership.org.uk .
Date of Next Meeting
The next meeting will be held on the 10 March 2010 at 7.00 pm in the Guildhall, Frankwell Quay, Shrewsbury.
