Want to make a complaint about your landlord?
(1) If your landlord is the local council
You need to contact your local council – follow the Shropshire Portal link for other councils' contact details.
If you are still not happy you can complain to the Local Government Ombudsman at:
The Oaks no. 2, Westwood Way, Westwood Business Park, Coventry, CV4 8JB
Telephone: 024 7682 0000
Or, visit the LGO website (follow the link)
(2) If your landlord is a social landlord / housing association
All social landlords are members of the Independent Housing Ombudsman Scheme. They must have a formal procedure in place for dealing with complaints. You can get a copy of it from their offices. If you are refused a copy, or are told there isn’t one, contact the Independent Housing Ombudsman (follow the link for contact details).
The Independent Housing Ombudsman investigates complaints about the actions or omissions of certain landlords by their tenants. Note: this scheme does not include local councils.
Before complaining to the Ombudsman, you should have completed the final stage of your landlord’s complaint procedure.
Independent Housing Ombudsman

(3) If your landlord is a private landlord
Some private landlords are members of the Independent Housing Ombudsman Scheme (see above). If so, they must have a formal complaints procedure. Most large landlords will also have a formal complaints procedure. If not, you can get advice from your local council – follow the Shropshire Portal link.
