Private hire operator's licence

A private hire operator's licence is required to enable a person to accept or invite bookings for private hire vehicles.  If you operate as a sole trader and intend to drive the private hire vehicle to be used under the operator’s licence you will also need to apply for a hackney carriage and private hire drivers licence as well as a private hire vehicle licence (see the relevant webpages listed under Related information).

The Council will only grant operator licences applicable to the physical premises from which the operator’s business will be run.  The Council will not grant an operator’s licence to apply to any physical premises that falls outside the administrative area of Shropshire Council.

All private hire bookings taken by a Shropshire Council licensed operator must be received at the premises to which the licence is applicable.  All records that may be required to be retained by the operator must be held within these same physical business premises.

In order for your application to be accepted you must ensure that you send ALL of the information listed under 'What will I need before I apply?'.  If any part of the application is incomplete, or the fee not paid, the application will not be processed until such a time as all the information / documentation is provided

Expired licences

Once a licence has expired it cannot be renewed.  There are no 'days of grace' for licences.  Any renewal applications received after the date of expiry will be processed as a new private hire operator’s application.  To ensure sufficient time for the application to be processed and for the council to undertake the relevant checks the application to renew the licence must be received at least 10 working days prior to its expiry.

Once the licence has expired you will not be permitted to accept or invite bookings for private hire vehicles until such a time as the new licence is in your possession.

Am I eligible to apply for a private hire operator's licence?

Any person (including a sole trader, partnership or company) can apply to become a Shropshire Council licensed private hire operator subject to satisfactory checks (including a Disclosure check) being undertaken and providing the business premises address is within the administrative area of Shropshire Council.

However, it is your responsibility to read the relevant parts of the full Hackney Carriage and Private Hire Licensing Policy 2015 – 2019 before applying to ensure that you meet the criteria which came into effect on the 1 April 2015.

What will I need before I apply?

  • Completed application form (where the application relates to a partnership or a company, the name, address, date of birth and other information of all partners, directors/company secretaries must be included in the application form)
  • Fee or a copy of the receipt if the fee has been paid online. 
  • A list of the vehicles and drivers which are to be operated
  • Copy of any fleet insurance that you may hold with an accompanying schedule of vehicles and named drivers disclosed to the insurance company

In addition to the above all applicants, including partners, directors, company secretaries will need to:

  • provide a satisfactory basic criminal record disclosure from Disclosure Scotland (this will not be required where the applicant(s) already hold a valid Shropshire Council issued drivers licence)
  • Complete the Reference Form
  • Complete the Convictions Form
  • Completed Five Year Address History Form
  • If applicable, provide a certificate of good conduct issued by the relevant embassy or High Commission if the applicant has not been resident in the UK for five years
  • If you were not born in the UK and you do not hold a passport issued by the UK/EU/EEA or Switzerland, you must provide evidence of your right to work in the UK in accordance with Home Office requirements

Do I need to do anything else?

It is your responsibility to read the relevant parts of the full Hackney Carriage and Private Hire Licensing Policy 2015 – 2019 before applying to ensure that you meet the new criteria which came into effect on the 1 April 2015.

Once your application has been validated and accepted a member of the Licensing Team will contact you to arrange an inspection of the premises.

Who needs one?

Any person (including a partnership or company) who wishes to take bookings, in the course of a business, for a private hire vehicle must hold a private hire operator licence.

How much will it cost?

There is a fee for issuing this document, which is taken when you apply.
