Submitting a planning application

Ways to submit your application

Planning applications made to Shropshire Council can be submitted in two ways:

  • Online via the planning portal (a link to this can be found in the Related Information section on this page)
  • Hard copies submitted in person or by post

You may submit an application yourself, or, depending on the nature of the application, choose a professional agent to submit it for you.

Applying online

Applications submitted on-line are done so through the Planning Portal, which can be accessed by clicking the ‘Planning Portal’ link on this page. The Planning Portal allows you to complete on-line application forms, attach drawings and make the application electronically. The on-line process ensures that all required plans and documents are submitted, and should reduce the likelihood of delays occurring through the return of incomplete submissions.

Unfortunately it is not yet possible to pay your application fee electronically via the planning portal. Please see the Fee Payment section on this page for further information on how to pay for your application.

Applying in person

Applications can be submitted directly to the council, either in person or by post. Copies of the relevant application forms can be downloaded and printed off via the links on this page. Please note that you will be required to enclose three copies of all information within your completed application.

Submission requirements

Different types of applications will require different levels of information and supporting documentation to be submitted. A core list of requirements are set out at national level which apply in all cases, together with additional items specified locally from a list provided by central government. Please click on the ‘application submission requirements’ link on this page for further information.

Plan/Drawing Requirements

All plans submitted should be of a quality which allows the proposed development to be understood by anyone interested in the application, which includes: the professional planning officers at the Council, elected members, Parish Councils, statutory consultees and members of the public who are interested in the application.

All plans should contain the following information:

  • A reference number unique to that drawing along with a version number if the drawing is subsequently amended
  • An indication of the scale of the drawing (eg: 1:100, 1:200)
  • A scale bar appropriate to the drawing scale, or alternatively dimensions should be stated on the drawing
  • Where a document contains drawings of different scales, a separate scale bar should be included for each applicable scale used, or dimensions should be stated on each individual drawing
  • The paper size which the drawing should be printed at

Please note that all drawings will be scanned and displayed on-line on the Council’s website. Please ensure drawings are of a sufficient quality and that their clarity is such that they are capable of being scanned and displayed electronically. Drawings with faint lines or low contrast do not usually display well once scanned.

Application fee

Most applications require a fee which will differ depending on the type of application. Please click on the link to the ‘application fee sheet’ on this page for more information, or alternatively you can use the on-line fee checker within the Planning Portal by following the link on this page.

Fee payment

For applications submitted online, it is not currently possible to pay the application fee electronically through the Planning Portal. Payment of the fees for all applications can therefore be done in the following ways: -

  • Online via the 'Pay For It' link on this page (please ensure that the applicant's name and site address are included with the payment)
  • By debit/credit card over the telephone by calling 01743 210491 or 01743 210492 (applications made online should quote the planning portal reference number allocated during submission)
  • By cheque - made payable to ‘Shropshire Council’ and marked for the attention of the Central Validation Team (applications made online should include the Planning Portal reference number on the back of the cheque)
  • In cash in person at any of the area offices

Site location plans

It is a requirement that each submitted application includes three copies of a site location plan and a block plan, drawn to an appropriate scale (usually 1:1250 or 1:2500 for location plans and 1:500 for block plans) which should be sufficient to clearly identify the location of the development site. Each plan should show the development site edged in red, and any other land within the applicant’s ownership edged in blue.

Design and access statements

It is a requirement that all planning and listed building applications (with the exception of those listed below) should be accompanied by a design and access statement. Applications exempt from the requirement of a design and access statement include:-

  • Householder development (except where the dwelling falls within conservation areas or areas of outstanding natural beauty, or is a listed building)
  • Change of use (where no material changes are proposed)
  • Advertisement

The purpose of a design and access statement is to explain the design principles and ideas that have been considered for the proposed development, and how issues relating to access to the development have been dealt with. Validation

Complete applications will be registered, and their receipt acknowledged, within five working days. At this time you will be notified of details of the area office dealing with your application. If we are unable to register your application because it is incomplete or invalid in any way, an officer from our Validation Team will notify you within five working days to explain what needs to be done to complete registration.

If you use an agent, then all correspondence and negotiations will be made directly with them.

Please be aware that the officer dealing with your application may need to request additional information to determine the application beyond the point of validation.
