Performance reviews are undertaken for all staff members every 12 months.
They are the vehicle for looking at personal and professional achievements, setting targets for the coming year and identifying any learning and development needs.
In order to check that the opportunities for development were equitable, a retrospective survey of training and development plans for 2007-08 was undertaken.
The survey checked that performance reviews were undertaken and at the outcome of agreed training and development plans.
Comparing the results for a random sample of white British staff with those from black and minority ethnic groups provides an indication of equality of opportunity in accessing training.
The sample was randomly generated using the ethnicity codes on Resourcelink (the human resources database) and includes staff across the whole of the directorate – that is adult social care, learning and culture and support services.
The results are only indicative but suggest there is no great difference in the opportunities for training and development provided for staff irrespective of their ethnic background.
