Description

The experimental bus lane suspension will allow the merging of traffic from two, to one, running lane, which will offer up additional space on either side for use by pedestrians. This will reduce pedestrian conflict in areas where existing footway width and availability is currently limited.

A prohibition of loading is proposed on Castle Street to deter indiscriminate parking, and hence to ensure traffic flows are maintained.

The change of use of pay and display parking bays to loading bays, together with the retention of existing loading bays, will ensure that adequate provision for loading, within a reasonable distance of all premises, is retained.

This package of measures is initially intended to address concerns regarding pedestrian safety on Castle Street and Castle Gates, Shrewsbury, and to support active travel to help the country emerge from the coronavirus crisis following the Transport Secretary's statement on coronavirus (COVID-19): 9 May 2020. The removal of the bus lane will enable the immediate reallocation of existing carriageway space to pedestrians to assist with safe-distancing measures.

The above provides improved road safety for all road users, and enhanced quality of life for the local community, and will be applied on an experimental basis for up to 18 months.

THE SHROPSHIRE COUNCIL (VARIOUS ROADS, SHREWSBURY) (EXPERIMENTAL BUS LANE SUSPENSION AND WAITING RESTRICTIONS) ORDER 2020

On 29 June 2020 Shropshire Council made an experimental order to suspend the bus, cycle, and taxi lane on Castle Foregate, Castle Gates, and Castle Street in Shrewsbury, and to make the following changes to the parking restrictions on those roads:

  1. With the exception of any marked parking bays, the existing loading restrictions on Castle Gates and Castle Street will be revoked, and a Prohibition of Loading at All Times will be imposed along the entirety of both streets.
  2. The following Pay and Display parking bays will be made Loading Only Bays:

Castle Gates
Between points 6.8 metres and 36.1 metres north (west side) of its junction with Meadow Place

Castle Street
Between a point 64.7 metres south of its junction (west side) with Meadow Place and a point 56.4 metres north-east of its junction with School Gardens

Castle Street
Between points 12.1 metres and 32.6 metres (north-west side) north-east of its junction with School Gardens

This Order comes into effect on 6 July 2020 and will operate for a period of up to eighteen months.  The Council will consider in due course whether its provisions should continue in force indefinitely. Your views on this order, including whether or not it should be made permanent, are welcome.

If you wish to question the validity of the order, or of any of its provisions, on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the Act or of any instrument made under it has not been complied with in relation to the Order you may, within six weeks from 29 June 2020, apply for the purpose to the High Court.
