Further to the recent redevelopment of the St Julian's Friars area of Shrewsbury town centre, and following extensive consultation with local residents, councillors, businesses and stakeholders, Shropshire Council has prepared a road enhancement scheme for St Julian's Friars and Wyle Cop. The scheme, as approved at the October 2013 Central Planning Committee, will tackle maintenance problems, and high quality materials will be used for an attractive finish to enhance the streetscape. The scheme will also encourage lower vehicle speeds, and provide improved pedestrian facilities and improved loading for businesses.

The proposed restrictions included in this order are required to support the enhancement scheme, and to ensure the safe management of traffic in this area of the town.

A)  THE SHROPSHIRE COUNCIL
(PROHIBITION AND RESTRICTION OF WAITING AND PARKING PLACES) (CONSOLIDATION) ORDER 2009 (BEECHES LANE AND WYLE COP, SHREWSBURY) (AMENDMENT) ORDER

Shropshire Council proposes to introduce the following parking restrictions on Beeches Lane and Wyle Cop in Shrewsbury:

No Waiting or Loading At Any Time:

Wyle Cop (north side)
From its junction with Beeches Lane to a point 49 metres east of that junction

Wyle Cop (south side)
From its junction with Beeches Lane to a point 21 metres east of that junction

Beeches Lane (both sides)
From a point 21 metres east of its junction with Beeches Lane to a point 24 metres east of that point

Loading Bay - 7.30am to 6.30pm

Wyle Cop (south side)
From a point 21 metres east of its junction with Beeches Lane to a point 24 metres east of that point

B)  THE SHROPSHIRE COUNCIL
(PROHIBITION AND RESTRICTION OF WAITING AND PARKING PLACES) (CONSOLIDATION) ORDER 2009 (BEECHES LANE AND WYLE COP, SHREWSBURY) (AMENDMENT) ORDER

Shropshire Council will construct two speed humps with the following dimensions at the following locations in order to reduce the speed of traffic.  This should create a safer environment and reduce the risk of accidents near  the junction of Wyle Cop, Beeches Lane and St. Julian’s Friars.

a)  75mm max height speed hump with a length of 11.0 metres and an overall width of 8.0 metres on the A5191 Wyle Cop, Shrewsbury at a point opposite No.28 Wyle Cop.

b)  75mm max height speed hump with a length of 16 metres and an overall width of 3.5 metres on Beeches Lane, Shrewsbury at a point opposite its junction with St. Julian’s Friars

C)  THE SHROPSHIRE COUNCIL (WYLE COP, SHREWSBURY)(PROHIBITION OF RIGHT TURNS) ORDER

Shropshire Council proposes to prohibit any vehicle proceeding in a south-easterly direction on Wyle Cop, Shrewsbury from making a right turn onto Beeches Lane.

D)  THE SHROPSHIRE COUNCIL
(BOROUGH OF SHREWSBURY & ATCHAM) (NO. 1)
(SPEED LIMITS) ORDER 2006 (AMENDMENT NO. ) ORDER 

Shropshire Council proposes to introduce a 20mph Speed Limit Zone on the following roads in Shrewsbury:

Williams Way Its whole length
St Julian's Crescent Its whole length
Wyle Cop and English Bridge From a point adjacent to the Wyle Cop car park up to the junction with Coleham Head.

E)  THE SHROPSHIRE COUNCIL (WILLIAMS WAY, SHREWSBURY (PROHIBITION OF ACCESS) ORDER

In order to prevent nuisance and anti-social behaviour in a walled area of highway verge, Shropshire Council proposes to prohibit all vehicles and pedestrians from accessing the following length of road:

  • The access off Beeches Lane to that area of highway land on Williams Way at the opening adjacent to the boundary with property number 6, Beeches Lane.

This prohibition will be in effect at all times.
