Reason for urgency:
NOTE: The requisite Notice was given that the Executive was to take this Key Decision at a meeting in September 2025; though at the time of that notification, it was not evident that the associated report would contain “Exempt Information” and thus require consideration in Private session.
In accordance with Regulation 5(6), this has been reported to the Chairman of the Transformation and Improvement Overview and Scrutiny Committee, who has agreed that, for the following reason, transacting this business at the private meeting is urgent and cannot reasonably be deferred:

It is considered that the disclosure of information pertaining to the proposed sale of the property would or would be likely to prejudice the Council’s commercial interests.
There is a risk that deferring the decision could undermine the Council’s position and result in the loss of a prospective purchaser and anticipated capital receipt.
