Shropshire Council


Shropshire Council has adopted Part II of the Local Government (Miscellaneous Provisions) Act 1976 and, together with the provisions contained in the Town Police Clauses Act 1847, the Council carries out the licensing of hackney carriage drivers and vehicles and private hire drivers, vehicles and operators.

Shropshire Council has a duty to ensure that licence holders are fit and proper persons to hold a licence. Therefore, prior to licensing applicants will need to meet certain requirements, regardless of whether they are applying for a drivers licence, vehicle proprietors licence or private hire operators licence.

The criteria that must be met is set out in the Councils Hackney Carriage and Private Hire Licensing Policy 2023-2027 (the Policy).

The revised Hackney Carriage and Private Hire Licensing Policy for the period 1 April 2019 to 31 March 2023 came into effect on 1 April 2019.

The fundamental purpose of the Policy is to protect the safety and welfare of the public who live, work and visit Shropshire and who choose to use the services offered by this trade.

The Policy provides guidance for persons with an interest in hackney carriage and private hire licensing, including, but not restricted to applicants, existing licence holders, the Council in its capacity as the licensing authority, licensing consultants, solicitors, barristers etc and magistrates and judges who may be hearing appeals.

The Policy also sets out the Councils expectations with regards to the licensing of:

  • Hackney carriage and private hire drivers
  • Hackney carriages
  • Standard private hire vehicles
  • Executive private hire vehicles
  • Novelty private hire vehicles
  • Private hire operators
