Date and location of meeting  

The meeting of the Northern Planning Committee will be held in the Council Chamber at Shirehall in Shrewsbury at 2pm on Tuesday 31 October 2023. The meeting will consider the application for the Shrewsbury North West Relief Road.

The meeting agenda and reports will be published five clear working days before the meeting, ie Monday 23 October, on the Shropshire Council website.

The officer report will include a recommendation to the committee.  

Attending the meeting  

The press and public can attend the meeting, but places in the committee room are limited. Places must be booked in advance and will be allocated on a first-come-first-served basis. Requests to attend should be sent to ashley.kendrick@shropshire.gov.uk

Please note that for security reasons all bags will be searched on arrival at Shirehall.

If you're intending to park at Shirehall please register your vehicle details using the console at main reception, or use MiPermit.

Speaking at the meeting  

Order of speaking  

The chairman will introduce the agenda item and invite the planning officer to outline the case. Public speakers will be invited to speak at a fixed microphone, or their submission will be read out at the meeting by the council’s solicitor.

Taking account of the usual rules for public speakers and the public interest in this matter, the chair of the committee has decided to exercise his discretion to allow additional speakers for this application. The following speakers will therefore be allowed, in the order below. 

Objectors 

Up to five objectors: three minutes each.

Supporters 

Up to five supporters: three minutes each.

Representatives of interest groups (objectors/supporters)

Up to three: three minutes each.

Parish/town councils  

Three councils: three minutes each:

• Bicton Parish Council 
• Bomere Heath Parish Council 
• Shrewsbury Town Council 

Local Shropshire councillors  

Six councillors: five minutes each.

Divisions: Tern, Bowbrook, Copthorne, Quarry and Coton Hill, Bagley, Harlescott.

Applicant  

Additional time to respond: ten minutes (time can be split between representatives). 

If there are more speaking requests than places, those wishing to speak will need to agree amongst themselves who will speak – otherwise speakers will be allocated on a first-come-first-served basis. The other rules about public speaking will apply.  

Nobody shall speak more than once, or for more than their allowed time. There will be a clock to advise speakers how long they have left. Speakers may make oral comments only. They may, within their allowed minutes, ask up to two questions. Additionally, with their agreement, they may be asked questions by the committee. 

Requests to speak  

Will be granted on a first-come-first-served basis. If you wish to speak at the meeting, you must register no later than two clear working days before the meeting – ie by 5pm on Thursday 26 October.

Written submissions  

Once registered to speak, if a speaker would prefer that a submission is read out on their behalf, it should be emailed to ashley.kendrick@shropshire.gov.uk by midday on Monday 30 October. Written submissions must be no longer than:  

• Public speakers and Parish Councils: 550 words  
• Local councillor: 900 words.

Any other written submissions submitted as part of a public speaking request (ie not the first request) will be summarised and responded to in the planning committee meeting as a late representation by the planning officer and made available to the committee members.  

Speakers may not circulate papers at the meeting. Written submissions must be made in the normal way to the formal consultation process, or circulated to the committee in advance by the speaker. 

Please remember there are laws against defamation. If you say something in public about a person that isn't true, you risk legal action being taken against you. When addressing the committee your comments should stick to the facts and any opinion you may have concerning them.
