Reg 19 pre-submission draft local plan

Introduction

Shropshire Council has published the Regulation 19: pre-submission draft of the Shropshire Local Plan and its supporting documents to invite representations from all parties on compliance with all legal requirements, including the duty to co-operate, and soundness. Representations must be made by 5pm on Friday 5 February 2021.

Guidance on making representations is provided within our 'Representation Form: Guidance Note'.

Following this consultation, it's intended that the Shropshire Local Plan will be submitted to the Planning Inspectorate for examination (subject to representations received during this consultation and subsequent necessary approvals). The purpose of this examination is to consider compliance with all legal requirements, including the duty to co-operate, and soundness.

During the examination, the Planning Inspector will consider all representations made to this consultation by 5pm on Friday 5 February 2021.

The Regulation 19 pre-submission draft of the Shropshire Local Plan

The Regulation 19: pre-submission draft of the Shropshire Local Plan represents an advanced and fully formed version of the Local Plan. It identifies a vision and framework for the future development of Shropshire to 2038; addresses needs and opportunities in relation to housing, the local economy, community facilities and infrastructure; and seeks to safeguard the environment, enable adaptation to climate change and helps to secure high-quality and accessible design. It contains:

  • Draft strategic policies which set the priorities and framework for the Local Plan
  • Draft ‘strategic’ implementation policies and more ‘detailed’ draft policies for managing development
  • Draft settlement policies which provide draft strategies and draft guidelines for the settlements of Shropshire, including where appropriate identifying draft proposed site allocations
  • Draft strategic settlement and draft strategic site policies which identify these draft proposed sites and provide draft strategies and draft guidelines for their development

The draft provides a degree of certainty for communities, businesses and investors, and a framework for managing development.

A Regulation 19: pre-submission draft of the policies map, consisting of a draft overview map for Shropshire and a range of more detailed draft inset maps, has also been prepared alongside the Regulation 19: pre-submission draft of the Shropshire Local Plan, and are attached to the bottom of this page. The map illustrates where location-specific policies apply and where land is allocated for specific uses.

Representations can be made on any of the supporting documents and evidence by relating them to the resulting paragraph, policy (including its explanation), site or policies map in the Regulation 19: Pre-Submission Draft of the Shropshire Local Plan.

Making representations

Representations on the plan must be made between Friday 18 December 2020 and Friday 5 February 2021. All representations must be made by 5pm on Friday 5 February 2021.

A two-part representation form, adapted from the Planning Inspectorate’s model form, is available for all interested parties to complete and submit:

Please note: In your representation you should provide succinctly all the evidence and supporting information necessary to support your representation and your suggested modification(s). You should not assume that you will have a further opportunity to make submissions. If you wish for material you have previously submitted to be considered part of your representation on the Regulation 19: Pre-Submission Draft of the Shropshire Local Plan, please ensure that it is actually included within your representation, rather than only referenced within it.

Notification

Representations may be accompanied by a request to be notified at a specific address of any of the following:

  1. Submission of the Shropshire Local Plan for independent examination under Section 20 of the Planning and Compulsory Purchase Act 2004;
  2. Publication of the recommendations of the person appointed to carry out an independent examination of the Shropshire Local Plan under Section 20 of the Planning and Compulsory Purchase Act 2004; and
  3. Adoption of the Shropshire Local Plan.

Viewing published documents

The Regulation 19: pre-submission draft of the Shropshire Local Plan and its supporting documents can be viewed via this page.

They can also be viewed electronically using available computer/tablet facilities at the ‘Shropshire Local’ shop in the Darwin Shopping Centre, Shrewsbury, during its specified opening times. Members of the public who wish to view documents at the ‘Shropshire Local’ shop will need to wear appropriate personal protective equipment, including a facemask (unless exempt), and comply with other Covid-19 related requirements in place.

All documents are also available to view electronically at the following Shropshire Libraries (during their specified opening times and subject to the availability of computer/tablet facilities, use of which may be by appointment with the specific library): Albrighton, Bayston Hill, Bishop’s Castle, Bridgnorth, Broseley, Church Stretton, Cleobury Mortimer, Craven Arms, Ellesmere, Gobowen, Highley, Ludlow, Market Drayton, Much Wenlock, Oswestry, Pontesbury, Shifnal, Shrewsbury, Wem and Whitchurch.

Hard copies of The Regulation 19: pre-submission draft of the Shropshire Local Plan may also be available at these libraries, although we strongly encourage use of computer/tablet facilities within the library.

Members of the public who wish to view documents or use computers/tablets at a library will need to wear appropriate personal protective equipment, including a facemask (unless exempt) and comply with other Covid-19 related requirements in place at the relevant venue.

By appointment, all documents are also available to view electronically at our main office at: Shirehall, Abbey Foregate, Shrewsbury, Shropshire, SY2 6ND (during specified opening times and subject to the availability of computer/tablet facilities). A hard copy of The Regulation 19: pre-submission draft of the Shropshire Local Plan may also be available, although we strongly encourage use of the electronic facilities. To make an appointment at the Shirehall please call 01743 252895. Upon arrival at the main reception please ring 01743 252895 and ask for a member of the Sites Facilities Team. Members of the public who wish to view documents at The Shirehall will need to wear appropriate personal protective equipment, including a facemask (unless exempt) and comply with other Covid-19 related requirements in place.

Wherever possible we'd encourage you to view the document electronically from home, at the ‘Shropshire Local’ Shop using available computer/tablet facilities or via a library using available computer/tablet facilities.

Please note: staff at the above facilities are not able to answer questions on the documents as they're not part of the Planning Policy Team.
